English Bus/Financial Business/Commerce (general) manufacturing agreement
XXX agrees that he will not issue any production of any product until he has received a firm order from YYY.

Could you help me with the 'exact' meaning of production in this sentence? TIA

I had thought at a glance that my problem was with 'production'; however, I now feel that I need an explanation about the usage of 'to issue' in the sentence.

..whatever they intend to manufacture/produce/build (e.g. in the case of machines etc.)

What the writer is trying to say is that he will not issue anything unless a firm order is received which is the normal practice in any good business.

So, the person involved in making the decision to start manufacturing of a product (XXX), will not issue an order to start until XXX receives a firm order from YYY (most likely his superior on the job, or possibly a customer).
