I believe that they are talking about the digital divide, the gap between those who have access to computers, the Internet, and the opportunities they provide, and those who do not. The Opportunity Index is explained below.

L’Indice d’Occasion TIC
Simply understood as the gaps between ICT ‘haves’ and ‘have-nots’, the Digital Divide represents the newest addition to the enormous chasms in the stage of development and the standard of living among economies. The ICT Opportunity Index is the merger of two wellknown initiatives, ITU’s Digital Access Index (DAI) and Orbicom’s Monitoring the Digital Divide/ Infostate conceptual framework and model.

Simplement définie en termes d’écart entre « nantis » et « démunis » des TIC, la fracture numérique s’impose comme la plus récente forme de gouffre séparant les pays aux plans du développement et du niveau de vie. L’Indice d’Occasion ICT est la fusion des deux initiatives bien connues, L’Indice d’Accès Digitale d’ITU (IAD) et le côntrole de fracture numérique / Structure et Modèle conceptuel d’Info-état d’Orbicom.

The Evolution of the Digital Divide (cont.)
The Sudan led economies in Infostate growth, followed by many African economies, including Côte d’Ivoire, Togo and Ethiopia. By the same token, economies with comparatively lower growth are typically economies with highly advanced Infostates, including the U.S., Canada, Scandinavian and other European economies.

Au chapitre de la croissance de l’infoétat, c’est le Soudan qui a mené le bal, suivi de plusieurs économies d’Afrique, dont inclus la Côte d’Ivoire, le Togo et l’Éthiopie. . En vertu de la même logique, les économies qui affichent des taux de croissance comparativement plus faibles sont normalement ceux dont l’info-état est très élevé, à savoir les États-Unis, le Canada, les économies scandinaves et d’autres économies d’Europe
