In case it helps, this is the only other place in which it occurs:
Akkretideringsstandarden "indslusning og udslusning" skal sikre, at beboeren oplever en god start på opholdet i botilbuddet og en velplanlagt og velgennemmført udslusning, som kan medvirke til at sikre beboeren gode og stabile livsvillkår efter endt ophold.

Unfortunately not because there isn't one. It's just in a list of 5 things, preceded by the following sentence: Følgende standarder indeholder specifikt krav om evaluering. All with reference to housing facilities for anyone from drug abusers to those with mental health problems.

udslusningshjem = halfway house. It sounds like the induction of residents into the housing scheme and their re-absorption back into society. In other contexts, ind- og udslusning is used as phase-in and phase-out.

Looking at your last note, I think I would have to use expressions like 'introduction and adjustment to the residential centre/group' (or whatever you call it) and 'withdrawal phase' or 'exit phase' or something - pædagogisk - like that!
