If a p-value of 0.05 was observed for the study, the actual odds ratio (under the proportional odds assumption) would be 1.73 which is the minimum odds ratio that could be observed that would be statistically significant.

I am pretty sure that it is being used in the sense of 'to see OR note' — though it should be made clear from the rest of the study if p was one of the results (seen), or one of the preconditions (met)

Yes, it is clear from the Wiki article cited by MHH that the p-value (probability) can only be the outcome of a calculation, and not a parameter for it, which serves to confirm what I have said above.
