Ja bych rekl, ze to az tak daleko neni v tom smyslu, ze "restrukturalizace" stejne jako "action" mohou znamenat prakticky cokoli (snad jen se ta restrukturalizace nehodi na tvorbu novych kapacit). Zalezi urcite na kontextu.
