Sunt de acord cu Peter ref. la "competencies" care ar insemna "professional abilities/expertise". Am ales"licensing"stiind ca profesorii si avocatii au restrictii sa profeseze numai in anumite state dar nu stiu daca e valabil si pentru "civil servants"

Sau eventual şi "exercise their powers", dar depinde de cât de elevat este stilul documentului; cred că "at which they operate" ar fi o reformulare mai concisă. Nu prea merge "jurisdiction" pentru că nu vorbim despre judecători. Cât despre "teritorial", sunt de părere că ai putea folosi şi "administrative" în contextul de faţă (presupun că e vorba de nivelele naţionale, judeţene şi aşa mai departe).

Apropo, deşi primul link citat menţionează "competency", acolo are sensul de "aptitudini" şi nu îl propun pentru "competenţelor" din propoziţia ta (apare din pură coincidenţă). Am inclus asta pentru că ilustrează folosirea lui "operate" cu "civil servants".

Am aruncat o privire la ordonanţa respectivă despre salariile funcţionarilor şi se pare că depind de unităţile administrativ-teritoriale (judeţ, municipiu, oraş, comună) şi nu de ariile geografice (de ex. Olt, Timiş etc.) în care funcţionarii publici îşi desfăşoară activitatea. A se vedea, de exemplu, Anexa IV unde avem "municipii, oraşe, comune".

on territorial licensing rights/ restrictions ?

To my understanding, it's about the right to practice in a certain area. if you google licensing rights, there is a lot of info on 'state licensing rights/ restrictions" but not exactly what you want. So you should adapt it somehow.

nu e necesar sa ne cramponam de chestii "teritorial" e vorba de aria pe care o "deserveste" respectivul nu?

motivul din care am postat "geografic area" este ***nivelul teritorial de exercitare a competenţelor***
gradul de pregatire si responsabilitatile sun listate mai devreme si nu fac obiectul acestei intrebari in opinia mea
