although if in relation to a criminal record, perhaps "police clearance certificate" might work better, i.e. that you have been cleared by the police in your country to undertake certain jobs (working with children, vulnerable people, etc.) because your record is clean.

Certificate of Character
If it has to be issued from the Police, we call it Police Clearance Certificate or Penal Clearance Certificate (Australian Context). In contexts other than legal ones, we call it Certificate of Character. Therefore, you must know what is the context of the phrase
