this is a usual term in construction budgets in SPain, and can mean either "to be determined" or "to be measured", depending on the situation.

More specifically, in a budget you will find \"PA\" instead of a specific amount, wheraes in English you would probably find \"TBD\". In your case, the final amount is evidently above the initial estimate because there is a \"sobrecoste\"

Must be partida

llave en mano means "turnkey" project. So this kindda "bid" should be delivered complete. Partida means a partial budget intended for a specific project. Hope it helps.
