in my experience "PME" is far more widely used in France than "SME" is used in the UK at least, and is used for the equivalent UK ministerial position. As to the question of an abbreviation, I don't think I've ever heard it used non-abbreviated. Like so many other French abbreviations, it's taken on a noun life of its own. When did you ever hear a non-expanded version of "PMU"?

: SME's (or at least small to medium enterprises) because otherwise you are missing out the medium - PME - petites et moyennes entreprises\you can't justify not using the 'medium' in some form or your answer would be incorrect - en flagrant délit!

I think the "medium" (or, preferably in this case, SMEs) is more appropriate to more precise technical contexts.\I think this is a case for a dynamic equivalent (=UK term) and not a word for word translation.
