I think it's better to translate "apertura" with an equivalent noun in English, such as "access" or "openness". Otherwise, you convey simply the idea of "política abierta" rather than "política de apertura".

a policy of limited, controlled liberalization

Since our context is political, why not translate "apertura" as liberalization? I think it sounds good and communicates the idea of the original text.

The point is that they intend to make the policy more open than it is now, not necessarily "open" by your or my definition.
