I think CHARTER is the word that we need to translate...
So I guess that ganar una concesión is a good translation... Concesión is when something needs to be built, a bridge, building, road etc... and the promoters of the project pick the company that offers the best project, the one that best adapts to the budget, etc...

: de acuerdo, "chapter" no tendria sentido en este contexto y por lo tanto tu traduccion me parece correcta.
