Non-PRO (1): RichardDeegan

When entering new questions, KudoZ askers are given an opportunity* to classify the difficulty of their questions as 'easy' or 'pro'. If you feel a question marked 'easy' should actually be marked 'pro', and if you have earned more than 20 KudoZ points, you can click the "Vote PRO" button to recommend that change.

How to tell the difference between "easy" and "pro" questions:

An easy question is one that any bilingual person would be able to answer correctly. (Or in the case of monolingual questions, an easy question is one that any native speaker of the language would be able to answer correctly.)

A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).

Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

issue a record

as it specifies the date in your context, I think issue may be the best here, although all the other suggestions are perfectly valid too.

...the inspection minutes written by the...

According to The University of Chicago Spanish Dictionary "Levantar Acta" is "to write the minutes."
Peer comment(s):

neutral Henry Hinds : It is "to write the minutes" of a meeting, but this does not refer to a meeting.

Could it be put on record Henry?

You tell me; there's very little CONTEXT, but "Acta" is a record.

Despite the lack of context, "put on record" would appear to me to be mistaken, as it does a least mention that it involves a Record of inspection that was made by CMT, not something that was "put on" some other record, like a court record.

That's my best advice.
Note from asker:
Could it be put on record Henry?
I am afraid this is a HIGHLY confidential document and there is not a lot of context I can put on the site but I am going to opt for put on record as it is going to court ok? I leave it up to you if you wish to modify your answer or leave it as it is as I shan't decide on the best answer until tomorrow. Thanks all for your help :-))
