wird auf den Kostenfestsetzung von 09.11.06 erwidert, dass ein Streitansatz in Höhe von EUR 80,000 als überhöht angesehen wird.
.............................. Die umstrittene Fläche ist durch die Entscheidung vom 07.07.93 völlig entwertet. Eine solche Waldfläche mit einem Wertsansatz von 80,000 zu bewerten ist nicht vertretbar.

I have translated 'entwertet' as 'devalued' but I am confused about this. Doesn't the first sentence talk about an inflated value? Can 'entwertet' mean anything here but 'devalued'? The land was an undevelopable piece of land before it was determined by B-plan as 'Waldgebiet". Should that increase it's value?

As I understand this, the decision to consider this piece of land as forest means that it is not worth EUR 80,000, it has lost all or most of its value due to this decision.

Just to say I agree with your original translation. Completely devalued would be fine since it does not give a precise numerical value to any notional actual value.

agree Sabine Winter : Yes; but shouldn't it be "devaluated" (=entwertet) rather than "devalued" (which is only "abgewertet")?

As far as I am aware devalued is fine - see my note about 'completely'. Devaluation to me relates to currency largely.
