I imagine the picture described here is how people move their legs while they are falling. Am I right? Here is the sentence:

Visitors toboggan down the dunes for sport, or run down the cliff-like faces, taking three-metre strides in near-freefall descent.

As they run down the dunes, they take very long steps.

They are not actually falling, BTW, it's just a comparison because of the fast rate of descent.

taking three metre leaps

I like leaps better than strides because I think it best captures the picture they are conveying.
