I think what they basically mean is money ''figuratively'' for the number of hits received on the website. Honestly, that is what I would use ''Devise'' in quotation marks to underline that the term is used to some extent as a figure of speech.

Here, the interviews described are claimed as useful but should NOT be understood as a commonly admitted way to properly measure web usage in itself. I hope this is clear...
