instrumento convencional

Spanish to English Law/Patents Government / Politics Conventions, treaties, etc.
The original phrase is: "El principal instrumento convencional con el que cuenta es la Carta de los Derechos Humanos"

The word "convencional" refers, I believe, to agreements or conventions, not meaning standard, usual, normal, as we would "conventionally" use it. Is there a way to say this phrase indicating that the instrument comes from a convention, instead of being the usual instrument?
