can anybody suggest what "conclusion" in this title of a contract means?

It contains several paragraphs on the registration process in the website.
Can it be "arrangement?"

And this is translated as Conclusion of Contract in English.

Often you see "Abschluss des vertrages" in German contracts, meaning "conclusion". A contract is normally "negotiated" by both parties, and the conclusion is the agreement on the proposed terms.

agree Ken Cox : most likely what is meant -- if the process does not involve actually signing something, it is the same as entering into a contractual relationship, or in the context of the usual terms of use agreements, formally agreeing to the terms

Thanks. A field fraught with linguistic subtleties. I hear "close" the contract etc., all of which sound suspiciously like 'fulfill' the contract.

establishment of, setting the terms for, or forming or executing a contract

It seems like they want to set up the terms for carrying out, executing, the contract -- that is, to register on the web site. So conclusion does not mean "end," as in English, but how to achieve that end. How to "get started," so to speak.
I translate from French and often see "conclusion" used this way in French.
One concludes a work contract by establishing the terms with the employer at the beginning, before signature. See the link.

perhaps negotiating, but on a web site this is not really practical. Neither is it possible to sign a contract on the Internet.
