etc.

In the US you commonly talk about the "first year of law school" or "the second year of law school."

Ah, this context changes my answer. This "avdeling" is a translation of the French "cycle" which doesn't really have an equivalent in the US system. A good translation might be "module" or "phase" in this context.

cycle or phase

I know that "year" is usually what we say in the rest of Canada and in the U.S., but be careful if you're translating from the French "cyle" (such as here in Québec and possibly France): it may consist of 2 (or more) years. E.g. in Québec, we now use the term "Cycle 1, Cycle2, (etc.)", in both English and French, to denote a 2-year period in elementary or secondary (high) school. You should check education websites from France for more info.
