extremo sobre del que igual forma debe resolverse

Spanish to English Law/Patents Law (general)
In Art. 90-2 of Spain's "Ley de Procedimiento Laboral", it states:

"las partes podrán solicitar aquellas pruebas que habiendo de practicarse en el mismo, requieren diligencias de citación o requerimiento, extremo sobre del que igual forma debe resolverse."

The final phrase confuses me. Is it saying that the parties' requests for evidence must be answered, or is it referring to something else?

saying "a point" or "an issue" just messes up the sentence:
"the parties may also request the obtainment of evidence with (the proceeding) that require the issuance of citations or subpoenas, about which a decision must also be made"
