In the first instance, I think that I can safely use "each" but I'm not certain what to do with the other 3 instances:

Any, any, the various

In both the second and third occurrence I'd simply go for "any":"...as the chances that any immigrant stands of overcoming the legal hurdles/obstacles of gaining entry to any country of the European area". For the third occurrence I'd use "the various": "this fact entailed a speedy agreement on political strategies concerned with migratory controls amongst the various Southern countries as well as..." Each is perfectly fine to use in the very first instance - as you suggest.

This is an example where the translation into English at first appears more difficult because English makes no distinction between singular and plural adjectives. I think that this is what is causing the confusion.

The highly idiomatic "any and other" fits best in this (legalistic) context.

the various / potential / one or another / the various

This is my suggestion. (I shortened the text just to make it easier for my suggestions to stand out.) Otherwise, another approach that works reasonably well is pallavik's, which I prefer over the other 4 suggestions posted within the first hour.
