I'd appreciate help with this term because I really don't know what's going on. The artists involved in the exhibition are Cory Arcangel, Jessica Ciocci, Jacob Ciocci, Shana Moulton and Ryan Trecartin.

Überschuss und Zerfall als Gesamtkunstwerk

Die Ausstellung "Deterioration, they said" vereint im Zürcher Migros-Museum für Gegenwartskunst vom 29.8. bis 811.2009 vier Projekte von US-Künstlern. Obwohl Vertreter einer jüngeren Generation, erinnern ihre Video-Arbeiten an die Bildsprache der 1980er und 90er Jahre – exzessiv bunt und überbordend wie unsere Kultur des Überschusses. Abseits des "guten Geschmacks" wird hemmungslos gemischt: aus Fernsehen mitgeschnittenes Material mit selbst gezeichneten Comics, psychedelischen Sequenzen und Konsumsymbolen.

TV outtakes/edited out material from TV

This is how I understand it. Material that's not used after the final editing.

I have seen such work done in Germany. They might be referring to the current process and not the original editing. Mitgenschnitten means "with" "cut" as in in "inter-edited" better phrased "interwoven".
"Material from Television is -interwoven- with self-drawn comics, psychedelic sequences and symbols of consumption."

The opening sequence of Lola Rennt, and movies like Requiem for a Dream, Magnolia and Donnie Darko are more mainstream (less "beyond" good tastes) examples in this same vein of art.
In the case you address, I assume the television is borrowed directly and not recreated and parodied.

Thanks. If language was more than use, we would be right. I think this term has been bastardized by the same people who think taking photos of hipster friends at a bar is art. I assume its genesis is a "high quality live cut"; akin to taking a good photo.

Obwohl das Magnetband jetzt wohl überholt ist. Wenn ich das richtig verstehe, wurde bei der damaligen redaktionellen Nachbearbeitung das Band buchstäblich geschnitten (meine Quelle hier ist Bölls satirische Kurzgeschichte Dr. Murkes gesammeltes Schweigen.)

YouTube könnte man als die Hochburg der Mitschneider bezeichnen:
