The majority of America lives in cities and suburban areas. They generally should not allow rotating blades above people's homes. It simply will not happen and in any event, it doesn't do much to solve the energy crisis. If you are going to build wind mills, at least get the economy of scale one gets with a 1.5 MW wind mill. This is where the real market is, and they are built, usually, far, far away from the actual human beings who be using the power when NATURE CONDESCENDS to allow the wind to blow
