Performing ability

I think that "performing ability" should be a good translation bearing in mind that we are talking about an insane who "can´t make decisions or carry them out".

"Executive function" is right, in Neurology

Indeed, "función ejecutiva" is probably the Spanish translation of the original English phrase.
