A minute ago I asked one of my expats (a Briton) whether he knows what VOZDUKH means. His answer was “of course, it’s the Russian system used on board the International Space Station. It removes carbon dioxide from the air.”

Even those who served in the army may be unaware of the meaningS.

So, a reasonably extended explanatory note is needed for “Vozdukh” (given the context).

ВЧ и воздух ВЧ was the high-level secure communications system used by the Party and government leadership (http://ru.wikipedia.org/wiki/ВЧ-связь). The communications were via cable, not over the air as "high-frequency" would suggest, at least in the WWII period and later.
"воздух" is also attached to air raid warning messages (in case that applies here)
