This is from a legal document relating to a case of malpractice against a Doctor who had misdiagnosed and mistreated a patient. This is from the section where the doctor is putting forward his counterarguments against the claim. I have given some context for this phrase:

"Considérant que [...] la section des assurances sociales n'a pas répondu au moyen tiré de ce que les remplaçants exerçant au cabinet de Valenciennes avaient pu commettre une erreur en ne rayant pas son nom sur l'ordonnancier;[...]"

Any translations of the phrase in question or some explanation of how it fits in with the given context would be very welcome.

For the rest, what exactly is the accusation? Reading between the lines, it would appear that he is accused of having prescribed medication when he was no longer entitled to. And that he is denying the claim, saying that just because his name was still on the prescription pad does not mean he was prescribing. Is that it?

I'm not going to comment on the legal bit - but this part was everyday French and I happen to know what an "ordonnancier" is :-)

Personalized prescription pads are printed up for a practicing physician and are composed of standardized forms that set out the doctor's name, address and phone number, type of practice, SIRET number, and any other information desired. They then are completed by hand or by computer as to the medications, lab tests or paramedical treatment prescribed.
