embetsledelsen

Norwegian to English Other Government / Politics
I know something of what they do and approximately where they're located in the offices of the fylkesmenn. But I'm darned if I know what to call them. If you have a reference for a description of the office/position på norsk, that would be appreciated as well.

or alternatively, "top civil servants"

However, neither of these are perfect, since they don't quite do the title of "embetsmann" or "embetsledelsen" justice. These are not just simple employees at the county or national level, but actually officials appointed by the king. As you requested, I have included a reference futher explaining this concept (in Norwegian). Perhaps somebody else has a better suggestion for a translation?! ;) Anyway, hope this helps you to understand the concept a bit.
Example sentence:

"Fylkesmannen har ca 100 ansatte og er organisert med fem avdelinger og tre staber underlagt embetsledelsen. " - www.jobbnorge.no

Thanks. This is the sort of ground I have trod in this quest already. I found similar (non)explanations on the web sites of the fylker. I have thought about "civil service executive office". Like Jason, I'm still looking, but I have less time than he had . . .

I found this term for embetsmann in my økonomisk-juridisk (E. hansen & Å. Lind). I wouldn`t use a term which includes executive officer as this usually refers to the position of saksbehandler.

Thanks for the suggestion. However, the lower ranking embetsmenn are managed by the embetsledelse (see http://tinyurl.com/ygs83e5 for a notorious example), so I'm still looking.
