Nothing more, nothing less. We don't use the word "agglomeration" in reference to built-up areas the way the French do, so we don't need to qualify it as d'assainissement to avoid confusion.

Whether you like Eurospeak is another matter, however.

In case I wasn't clear - since it would appear I was not - "agglomeration" is what these things are called in the English version of the EU directive that deals with this matter and presumably invented much of the terminology used. Therefore there is a case to be had for using "agglomeration".
Secondly, although the word exists and can be used for "urban agglomerations", we do not use the word with anything like the same frequency as the French in this respect. It is precisely because the word has those "urban administration" connotations in French that they express concern about possible confusion.
We might talk about the "Greater Middledunhillborough Council", they will talk about the communauté d'agglomération de Centreclopebourg.

An agglomeration community (French: communauté d'agglomération) is a metropolitan government structure in France, created by the Chevènement Law of 1999. It is the second most integrated form of intercommunality after the urban community. Agglomeration communities consist of a commune of at least 15,000 inhabitants (or a prefecture with less than 15,000 inhabitants) and its independent suburbs.

Note too that the French quote 4) above is taken from the French version of the Directive: it uses agglomération quite simply. It is therefore only "in use" that the need has been felt to tack on d'assainissement, particularly since the borders of the 2 (or more) types of "agglomeration", communauté d'agglomération and agglomération d'assainissement are very unlikely to coincide. In English we don't have the problem, and I would not suggest we need to call these things "urban wastewater treatment and disposal agglomerations" just because there might be a risk of confusion with the agglomeration of girlie magazines under my bed.
