A dataplan is these days required (mandatory) for pda phones, and I believe 'internet-enabled' is used to distinguish it from WiFi access. Basically the phone allows for internet access via the 'dataplan'. It's somewhat redundant, because a data plan implies internet access. Data plan is used to separate it from voice/phone service.
Previously it was possible to purchase a pda phone and not subscribe to the data package ($30 pm).

Beetje een gok. Kan me vooralsnog niet veel voorstellen bij zo'n data plan.
