m. alm. bem.

Norwegian to English Law/Patents Law (general)
Rettens formann: Dfm. [name] m. alm. bem.

The court's chairperson: Deputy judge [name] m. alm. bem.

I know the "m." stands for "med" (with), but I don't know "alm." or "bem."

I might suggest "general jurisdiction" versus "special jurisdiction" to describe a judge's authority related to the two separate areas of law.

I was guessing at alminnelig bemyndigelse -- or something like that, but could not find it. I probably did not spell it correctly in Norwegian, as I usually work in Danish.

alminnelig domstol... an "alminnelig domstol" is an ordinary court of law.
Possibly it refers to "general authority" to practice in the ordinary courts: conciliation boards, District/Appeals/Supreme courts, opposed to special courts/tribunals.

"with general authority" I think I found it! "Dommerfullmektig med alminnelig bemyndigelse" - Deputy judge with general authority.
Can anyone confirm this?
