Here "bepardazad "should not be mistaken as as one verb. It is another way to say about condemnation of sth.This kind of application of verb is customary in persian.It is a phrasal verb in persian.For example we say " man in raa mahkoom mikonam" another way of saying this sentence is to say Man be mahkoom kardane in mipardazam" which has no diffrent meaning from the first.

so you can say " He condems it " meaning "او به محکوم کردن آن می پردازد.

agree drmrfalahati : به محکوم کردن ... بپردازد is the same as محکوم کند. In fact, currently separation of the elements of a compound verb is not recommended unlike the past during which the writings were alive with such detached verb elements. So your equivalent is suitable.

another meaning that is possible here is "turn to"...for example, in news broadcasts in Iran, the announcers commonly say «و حالا به اخبار خارجی می‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌پردازیم» In English we would say "And now we turn the to foreign news"
