Here "bepardazad "should not be mistaken as as one verb. It is another way to say about condemnation of sth.This kind of application of verb is customary in persian.It is a phrasal verb in persian.For example we say " man in raa mahkoom mikonam" another way of saying this sentence is to say Man be mahkoom kardane in mipardazam" which has no diffrent meaning from the first.
