Portuguese term

concedente

Portuguese to English Bus/Financial Agriculture
This is taken from an Administrative Decree from the Brazilian Ministry of Agriculture. The full phrase reads, "elaboração de pré-convênio e empenho de pleito em que a Secretaria seja concedente;"
The Secretaria in this case is the Secretaria de Defesa Agropecuária. What is the best way to render "concedente" is US English? In this context, would "grantor" be appropriate?
Thank you very much!
Douglas

agree Gabriel Guzovsky : Grantor é o concessor, aquele que concede/outorga. Concedente seria aquele que concede, portanto - grantor.
