According to page 6 of the MLIT doc below, this comprises the amounts of manpower, materials and equipment required per unit process, which is pretty much what Cinefil says, but for your situation something shorter is required.

I think 標準歩掛り is implied in your context, as a university would probably be teaching the government standards. (歩掛り is redefined as 標準歩掛り is used in the above MLIT doc.)

As for the use of 'work', I think 'manpower' or 'labour' would normally be used for

歩掛かりを出来形／出来高と同じような使い方をしている例が確かにありますが、掛かり　というからには必要な物／量であって、完成した物／量では有りません。
必要な物／量＝予定の結果／生産量／出来形という考えも成り立つかもしれませんが、かならずしも実現した結果ではないですね。
