I think 'council tax' would be the closest if you're after a term used in UK, or 'local tax' if you want a more general term.
I'm not sure about the difference between the Dutch terms 'straatbelasting' and 'gemeentebelasting'.

The tax is based on how much of the building and grounds is adjacent to the street. In some cities this tax is high due to lack of space and thus the lots and houses are narrow.
