"Doha Debates" is an unusual name for a debating forum, but that is what this appears to be. "This House" is a formula used in motions proposed for debate in such institutions as the House of Commons (UK), House of Representatives (USA), the Oxford Union (a debating society for undergraduates), etc., and the same formula is being applied here.
