Since this is about urban renewal, I imagine it involves the municipality and its engineers, town planners, and architects arranging meetings with the local population, expounding their ideas for development, listening with the greatest attention to the "expectations" of said local community, then proceeding to do what they were going to do anyway. The whole initiative will involve getting school kids to draw what will be painted on the site hoardings (and paying some artist a small fortune to actually do the painting), inviting residents to suggest names for the new streets, schools, and other buildings, putting up public-notices (the more colours and fancy drawings the better) informing people of what is going on, taking locals (including school groups) to visit similar projects in another neighbourhood/city, etc.

The proposal so far sounds (to me) too much like committees involving only the local neighbourhood, not the administrative authority undertaking development.
