This actually has a medical context, but this specific term is more in the legal area.
This is a document from a hospital Ethics Committee approving a request to conduct a clinical trial. They state in the letter that they have reviewed a long series of documents related to the study, then:
"Il Comitato Etico ... ha preso atto, altresi', della *trasmissione per notifica* della Investigator's Brochure del farmaco XX-XXXX ..."
I suppose it means that they've received it but it wasn't considered during the meeting? How would you translate this "trasmissione per notifica" frase here?

I am not an expert but I would say "notification message"...just a suggestion..

it would literally be "transmission by way of service", but "service" in English would be overly formalistic as it suggests official notification by e.g. a court.
