The notion of "plain language" is the opposite of legalese. It is for making the legal jargon accessible for the lay person.

This could also be used in a lesser formal set-up and not hard-core legalese but the explanation sticks.

I do not know if you are dealing with a general sentence here or a legal phrase.
If that is the case, the translation for "phrase" is "maxime juridique" or "brocard."
