It's a difficult word to explain, but it is relative with the hair, specially with men' hair.
When his hair is well combed, extremely straight, extremely well-combed with spray or gel.

agree José J. Martínez : Right, it is used mosty as a somewhat deragatory term "sometimes". It usually is the very oily dressed hair, combed straight back.
