[applications to be submitted] within two weeks of today [, or by Wednesday ...]

Yet another suggestion!

Everyone has made a suggestion that could work, but I would simply go for "within two weeks of today". You don't really need to say all this "a maximum of two weeks as of", "a period not exceeding" etc.. The deadline is clear enough from a simpler expression.
