I think that the "cédula de habitabilidad" is a habitability certificate, but I don't understand the "de carencia". Thanks for your help in advance. UK Eng. Cheers.

FVS Please post that as an answer, since it fits with the rest of my context and will indeed work as a translation: for this project, I am trying to use translations which are as simple and clear as possible, since Spanish red tape is already complicated enough. Thank you for your help.

Moken's reference is spot on It is a certificate of habitability for older constructions, which would do as a translation.

By what everyone has said and considering the meaning of "período de carencia", I understand this is the meaning of carencia in this context.

Here's some info. Tricky methinks, because it would appear to be very specific. You might need to insert an explanatory note, but hopefully someone will be able to follow it up.

Cédula de Carencia
Es la que se expide en el caso de obras finalizadas con anterioridad al 1 de marzo de 1987 y que no disponen de cualquiera de la anteriores cédulas.


The "anteriores" referred to above are:

Cédula de Primera ocupación
Es la que se expide cuando se han efectuado obras de nueva planta o de ampliación, otras obras que afecten a la distribución en un 60% de la superficie útil (ya sea modificándola o reconstruyéndola), así como cuando se produce un cambio de uso. A continuación se resume la documentación a presentar:

Cédula de Renovación
Se expide cuando se dispone de una cédula caducada y se solicita su renovación, no dándose ninguna de las circunstancias señaladas en el punto anterior.
