In pattern making or adapting, which I used to do many moons ago, designs are often marked out geometrically on the paper. I think here it is referring not to a piece of fabric but to an edge, to be sewn or folded or cut. It is simply the "small side" of the pattern, as opposed to the back or front, depending on what garment is being made. It is not a side piece or a gusset.
Here are some blogs about sewing that illustrate the idea:
Le plus simple pour couper le tissu est de faire un patron en papier car plus le tissu est léger plus il est mal aisé de le manipuler. Mesurez donc sur du papier à patron ou papier kraft 80 cm. (a) qui sera le haut du patron sur 55 cm. (b) Le petit côté (a) et (c) sera le milieu sans couture du châle. Tracez un trait de a à b et coupez en le biais de (a) à (c), vous obtenez un triangle comme ci dessous.

Yes, from looking online, I see that your answer makes sense... but I'm not sure if it's correct in this context because they're referring to pattern pieces for specific parts of the garment, like the back, front, etc. as opposed to one side of one pattern piece. |

Perhaps, this is for a jacket, so "gusset" wouldn't work, as kashew suggested (sorry I should have added that info to my question). Perhaps they're referring to a fitted women's jacket with separate side panels under the arms. |
