I think that 'per forza' means that the guy doesn't really want to be 'attaccato alle gonne della mamma', rather that he has no choice but living with mummy and daddy. This is typical of generations of italians who, no matter how hard they try, are unable to leave the nest solely because they can't get a job, or they don't earn enough to make a living on their own

Michael, as an Italian, citizen and resident of Italy, I feel you are more tender and soft than the average Italian is with our Bamboccioni, their Mums apart ....

"Bamboccione" generally refers to young adults who cannot afford to leave the family nest: "stay-at-home" is used in the same way in English.

If, however, the individual lives largely on parental hand-outs but not actually at home, you might have to use a phrase like "involuntarily dependent young adult" or "reluctant apron-string relinquisher".

Unable to cut the cord,

A concise and familiar phrase evoking to the young(?) man's inability to emerge from dependence on his parents.
The rest of the sentence needs slightly rejigging to fit the grammar, but should be no biggie.

In this case, our bamboccione has been forced to stay at home. :) Otherwise, he might be a mommy's boy! Mommy's boys tend to be that way due to choice, whereas here there's no choice, just constraint.
