English term

one of the running threads throughout

English Other Government / Politics report
I want to know the meaning of that phrase. Also I want to know if the whole paragraph is well-written and meaningful? I don't know the idea the paragraph is trying to convey?

In that context, while development causes had been the work of the Organization, there still was some hesitation on the part of some because they were not used to dealing with IP from a developmental point of view, whereas in fact it was evident that the question of IP had become one of the running threads throughout the international and national systems and linking it to development only gave it added value and did not decrease its specificity as some saw it.

a common and continuous element of these systems

This looks like a poor translation from another language or a poorly written document. The writer wants to say that IP is a continuous element or theme/subject of interest in the national and international systems he/she mentions.

was a theme (or subject matter) going right through

this subject was consistent the whole way through

it had become one of the themes that was discussed consistently

The whole thing is a bit long-winded and clunky in writing but the idea is that some people find it difficult to accept IP as (an increasingly important) part of developmental causes

agree Tina Vonhof (X) : In scientific papers submitted for publications the 'running head' is an abbreviated version of the title that represents the main theme of the paper. It appears at the top of every page.
