More context Which team is it, Barbara? This is not a football term. It's obviously referring to the place (departamento) they come from.

Racing Ferrol

This is a reference to the fact that the Galician city of Ferrol, formerly a major naval base, is also known as La Ciudad Departamental: http://es.wikipedia.org/wiki/Ferrol.

It wouldn't try to explain this (it's too complicated and not particularly relevant to a football text). I'd just say "Racing" or "Ferrol"
