I am not sure what they are trying to say when using "deemed" in this sentence:
"The United States and other countries control or prohibit certain international transactions involving exports, deemed exports, re-exports, and imports."
Bedoelen ze veronderstelde exports, dus exports, veronderstelde exports, wederexports en imports?
Of vermeende exports?

Ik had een mooie vertaling ("met uitvoer gelijkgestelde verkoop") gevonden op EUR-lex (zie bijvoorbeeld http://tinyurl.com/dxk3k2c ), maar bij nader inzien geldt die alleen voor India en niet voor de VS.

Het gaat dus om de 'release' van technologie of broncode aan een buitenlander, die wordt gelijkgesteld aan uitvoer naar diens vaderland. Gelet op de bovenstaande context vind ik 'overdracht' wel passend voor 'release', of anders misschien 'bekendmaking'. Verder zou ik de Engelse term er tussen haakjes bij vermelden.

Supposed. In the construction of some documents (particularly statutes) an artificial construction is given to a word or phrase that ordinarily would not be so construed, in order to clarify any doubt or as a convenient form of drafting shorthand.
In Black's Law Dictionary (Garner) staat onder 'deem': Deem has been traditionally considered to be a useful word when it is necessary to establish a legal fiction either positively by 'deeming' something to be what it is not or negatively by 'deeming' something not to be what it is (...)

Discussion
Maar dan overdracht i.p.v. verkoop, omdat 'verkoop' specifiek voor de Indiase versie van deemed export lijkt te gelden. Voor Amerika zit het iets anders.
Wat is g-trans trouwens? Toch niet... ?
