Es una norma interna, con plena validez jurídica, que regula y ordena las relaciones profesionales de los miembros de la Redacción entre sí y con la Dirección, especifica en su articulado los derechos y deberes de los periodistas y crea un órgano, el Consejo o Comité de Redacción, que representa a la Redacción, vigila el cumplimiento del propio Estatuto y defiende los intereses profesionales de los periodistas ante la Dirección y ante el dueño de la empresa, en el caso de Efe el Estado.

"Statute" seems like a calque of "estatuto", but in fact the term "editorial statute" is quite well established, and not just in documents translated from Spanish.
Much more common terms in English are "Editorial Code", "Editorial Code of Practice" or "Editorial Code of Conduct", especially in the UK. For example, there is the Editorial Code of the Guardian newspaper, or the Financial Times's Editorial Code of Practice (or FT Code):

However, these terms refer to an ethical code for journalists working for a particular newspaper or new organisation, and that is not what "estatuto de redacción" means: as the definition in the question indicates, it means a set of rules, with legal status, governing the professional relations between journalists and management in the editorial department.
Spanish news organisations, in fact, don't tend to have a formal ethical code as such. This is commented on here:

Conversely, the "estatuto de redacción" type of document (which these Spanish newspapers do have) does not really exist in UK and American newspapers; there are collective agreements, negotiated by unions and management, but not usually an "estatuto" of this kind.
El País is regarded as a model in this respect. They themselves call the document the Editorial Statute:
"the Editorial Statute (Estatuto de la Redacción), the Style Guide (Libro de Estilo) and the Reader’s Ombudsman"

They are not alone. The European Federation of Journalists also uses this term:
"The EFJ/IFJ should aim at establishing these common minimum standards as guidelines at European level. At national level unions should aim at implementing editorial statutes following these guidelines through national legislation and/or collective agreements at company level. Existing editorial statutes where they are preferential prevail over the common minimum standards.
Editorial statutes are not a substitute for other structures of information, consultation and participation of workers. They are one of the means to safeguard journalists' independence, autonomy and special responsibility of informing the public."
