Spanish to English Law/Patents Law (general) Traffic accident report from Puerto Rico
this phrase appears in a supplementary traffic accident report, in the section under "Detenido", referring to parties who are arrested as the result of a traffic accident.
The other elements in this sequence are as follows:

Numero de detenidos
Indicator de esclarecimiento multiple: M multiple C contar a detenido N no se aplica.

Any idea as to that "contar a detenido" might mean?

As far as I can make out, it is referring to the codes they use:
M = Multiple
C = Count (as in counting numbers), but I think 'include' fits better here
N = Not applicable

without further context it's difficult to know if this fits, but could be possible as another meaning of contar
