this phrase appears in a supplementary traffic accident report, in the section under "Detenido", referring to parties who are arrested as the result of a traffic accident.

Any idea as to that "contar a detenido" might mean?

As far as I can make out, it is referring to the codes they use:
M = Multiple
C = Count (as in counting numbers), but I think 'include' fits better here
N = Not applicable

without further context it's difficult to know if this fits, but could be possible as another meaning of contar
