This phrase comes from a document written by a law firm to an ONG, regarding a complaint that had been filed with the ONG by a third party against the law firm's client.

CONTEXT: "Los hechos alegados por el Sr. Xxxxxx no dan cuenta de una practica o política corporativa de nuestro cliente, por lo que no existe infracción a las Directrices que pueda ser ***tratada o conocida*** por el PNC".

"PNC" is the abbreviation used to refer to the ONG. Elsewhere in the document it is defined as "Punto Nacional de Contacto en relación a las Líneas Directrices de la OCDE para Empresas Multinacionales".

I don't fully understand the context, hence the 3, but it sounds like the PNC/ONG (do you mean NGO?) is some kind of regulatory body.

In this case I prefer a less literal translation, I belive "conocida" implies that the client´s behaviour doesn´t have anything to do with the ONG at all, so I would translate "dealt with by (the PCN) or that may concern/involve (the PCN)". Hope it helps!
