I was thinking that "civilian institutions" was appropriate, but you've thrown the question up into the air again!

I believe the dichotomy is broader - everything "government" vs. everything "non-government." The new mechanism is said to be modeled on EU standards, so we might as well use their terminology - http://www.oecd.org/document/54/0,3343,en_2649_34223_4239892...

Thanks Susan I don't think this could be about non-government organisations - I think the military-civilian dichotomy is more likely in the context of raio frequencies.

Civilian Institutions IMHO this is the correct translation. The context suggest that we are talking about non-military organisations. I would post this myself, but defer to Susa, who came up with the translation first.

context? What are we talking about? What mechanism? Please give at least the sentence before and after. I would say "civilian institutions" without knowing anything about it, but that could be 100% wrong.

Судя по по контексту (радиочастоты) речь идет о невоенных государственных структурах. Перевод "civil" подходил бы, если бы имелись в виду институты гражданского общества. Однако, они врядли могут заниматься распределением радиочастот.
