Sure, here it goes:
"L’attitudine al mutamento è direttamente collegata alla questione temporale ed è, dunque, una condizione che va posta a priori del progetto in quanto vincola fortemente la scelta dei sistemi di riqualificazione sia essa di tipo funzional –spaziale o prestazionale."

It means "attitudes to change", but buildings don't normally have attitudes, so please could you give us the Italian context.
"Dynamic and static riqualification" doesn't make sense either.

We don't know the full context without the sentence before this one, so we don't know whose attitudes are being referred to (the public's?) but I don't see how you can translate it any other way.
